Local governance can address drivers of insecurity and conflict by enhancing government responsiveness and accountability to local people, including for the diverse needs of heterogeneous populations. The role of political decentralization, in signaling agreed vertical and territorial dispersal of power, can also be essential. Yet, the way local governance structures emerge – whether by political decentralization, emergence from central state collapse or otherwise – and address conflict is highly context-specific. This session looks at the intersection between local governance and peacebuilding efforts in Iraq, Libya, Somalia, and Yemen, to ask what we can learn about the relationship between them. (This session is co-hosted by UNDP and DeLoG).
