Primers and Guides

The Local Public Sector Alliance (LPSA) recognizes the importance of stakeholders having a common vocabulary–and having a common understanding of key concepts–when discussing issues related to decentralization, multilevel governance, and the local public sector. LPSA prepares Primers and Guides on key issue related to decentralization, localization and multilevel governance.

LPSA Assessment Frameworks

The Local Public Sector Alliance (LPSA) has developed an number of assessment frameworks for analyzing the state of decentralization, localization and multilevel governance, including our Local Governance Institutions Comparative Assessment (LoGICA) Framework; Intergovernmental Fiscal and Expenditure Review (InFER); and the Multilevel governance Opportunities and Obstacles to Development (MOOD) assessment. LPSA’s PROMOTE framework provides a conceptual and practical framework for assessing the inclusiveness and results-orientation of subnational governance institutions in the context of a multilevel public sector.

LPSA Research

The Local Public Sector Alliance (LPSA) knowledge development agenda is built around the notion that all development takes place at the local level. As a result, public sector efforts need to be localized in order to achieve inclusive and sustainable human development. Evidence-based policy research is required to guide how the localization of public services and the decentralization of the public sector can help achieve inclusive and sustainable development.

The Local Public Sector Alliance (LPSA) –in partnership with The Hague Academy for Local Governance–develops online courses on decentralization, localization and multilevel governance.
