In Kenya, county governments are responsible for providing frontline public health services. On average, Kenyans access county health services roughly once per year, reflected by an average of 947 (in-patient plus outpatient) patient visits to count health facilities per 1000 residents per year.
The national average recurrent spending per county-level health visit per patient is Ksh 2,130. However, neither access to county health services nor county health expenditures per patient are distributed evenly across the national territory. In fact, the performance of county health services varies considerably across counties in Kenya, as does the cost or value-for-money provided by county health spending.
