Mission and Principles
The Local Public Sector Alliance (LPSA) seeks to promote inclusive, equitable societies and sustainable global development by enhancing the understanding of decentralization and localization as complex, cross-cutting and multi-stakeholder reforms.
What does the Local Public Sector Alliance do?
LPSA elevates the global debate on public sector decentralization and localization, by (1) advancing the state of knowledge on decentralization and localization; (2) ensuring a more informed, interconnected global Community of Practice, where knowledge sharing takes place across countries, disciplines, institutions and sectors; and (3) engaging in convening, outreach and field building to achieve a larger, more empowered global Community of Practice, with country-level champions well-positioned to champion decentralization and localization reforms.
Practically, this means that we pursue knowledge development (including comparative assessments of local governance institutions and intergovernmental finance); we maintain Decentralization.Net as a global convening place for policy makers and researchers interested in decentralization and localization; we host webinars; prepare and supporting research and learning; support decentralization and localization reforms; and offers online courses.
LPSA’s Organizational Structure
As a global professional network promoting inclusive governance and localized development around the world, LPSA recognizes the diversity and cross-cutting nature of the global Community of Practice working on different aspects of decentralization and localization. Inspired by the diversity and depth of experience and expertise of our global membership, the Alliance is organized in a decentralized manner, with a small global secretariat, but led by a number of regional and thematic expert working groups.
LPSA Expert Working Groups consist of groups of practitioners, scholars and citizens who bring together skills and expertise in a specific region, topic, or cross-cutting issue within the field of decentralization and localization. Each working group seeks to assess, advance, and share the state of global knowledge within their topic area, with the objective of providing the global community with best-practice conceptual and operational knowledge to address development challenges on that particular topic.
The Alliance is governed by its Board of Directors and is supported by an extensive and experienced Board of Advisors. The efforts of LPSA’s Working Groups is supported by LPSA’s Global Secretariat.

The Local Public Sector Alliance is incorporated as a non-profit organization in the Commonwealth of Virginia. The Alliance is organized exclusively for charitable, educational and scientific research purposes, within the meaning of section 501(c)(3) of the Internal Revenue Code.
The Local Public Sector Alliance is committed to transparent, inclusive and accountable governance of the Alliance.
