Chas Cadwell is an Institute Fellow at the Urban Institute in Washington, D.C. and was for many years the Director of the IRIS program in the Department of Economics at The University of Maryland. His current work targets the political economy of intergovernmental decision-making. Chas is a member of the Board of Directors and the Secretary of the Local Public Sector Alliance.

Dr. Enid Slack is the Director of the Institute on Municipal Finance and Governance (IMFG) at the School of Cities at the University of Toronto. Enid has written extensively on property taxes, intergovernmental transfers, municipal fiscal health, metropolitan governance, and municipal infrastructure finance. Enid is a member of the Advisory Board of the International Property Tax Institute (IPTI), and is an Associate of the Local Government Revenue Initiative (LoGRI).

Dr. Rose Camille Vincent is an Assistant Professor of Economics at Utrecht University with expertise in Public Economics and Development Economics. Dr Vincent also has a proven track record of successful collaboration on projects related to Public Finance and Development, headed or financed by renowned policy institutions, including the IMF, the OECD, the World Bank Group, GIZ, IADB, United Nations Institutions (WHO, UNU-WIDER, UNU-MERIT), the International Centre for Tax and Development (ICTD-IDS, UK), German Institute for Economic Research (DIW-Berlin), among others. She is a member of the Board of Directors of the Local Public Sector Alliance.
