The Expert Working Group will be jointly co-chaired by Madhavi Rajadhyaksha (OPM India); Rachana Shrestha (ADB); and Peter Yates (The Asia Foundation). \nLPSA’s newly-formed Expert Working Group on Asia aims to bring together government officials\, policy practitioners\, scholars\, civil society organizations\, and citizens who share an interest and expertise on decentralization\, multilevel governance\, intergovernmental relations\, local governance and local development in Asia. \nThe LPSA Expert Working Group on Asia expects to meet at least on a quarterly basis. SUMMARY:Webinar: Are the linkages between businesses and local budgets for local economic development sufficiently strong?
DESCRIPTION:Subnational governments in the region have overall mandate of promoting local economic development. Yet\, there are questions about fiscal and administrative powers and capacities of local governments to promote local economic development in their jurisdiction. An important tool for promoting local economic development is local government budgets. In the region\, local budgets are financed through revenues sources that are mainly controlled by central government such as revenue sharing arrangements and direct local business levies. The critical elements of revenue sharing are (i) how the total amount of shared taxes is defined (rule based or negotiated)\, (ii) what are the forms of actual revenue sharing (formula or origin based; local surcharges) and the (iii) scope of local autonomy in using the shared revenues (earmarked or general-purpose revenues). Municipal own revenues on businesses may operate also as regulatory instrument\, if local governments have sufficient autonomy in setting rates and exemptions. \nAfter a brief discussion on the role of subnational governments in local economic development\, this session will specifically focus on how local governments can be more effective in promoting local economic development through local budgets. Panelists are invited to (i) evaluate national laws and legislations on the role of subnational governments and local economic development; and (ii) present the significance and evolution of fiscal revenues for local governments in their countries\, to assess the local impact of the various schemes on local budgets and businesses. \n  \nLearn more

SUMMARY:Webinar: National decentralization policies and territorial structure
DESCRIPTION:The implementation of decentralization and localization has been a major public service reform in the transition countries of EECA region. A key element in their decentralization efforts is territorial administrative reforms. The issue of how to size local governments to a level in which they can be capable of supporting public services through sufficient fiscal resources to the delivery of the services to their citizens and at the same to guarantee effective form of representation at the municipal or village (sub-municipal) level has been a challenge from the start. Following the initial wave of creating small municipalities in the EECA region\, there have been a significant number of countries that have undertaken the process of amalgamating or merging their local geographical units with small populations into larger population units covering more area. Some countries experimented with voluntary inter-municipal cooperation schemes others forced amalgamation by a legal instrument. This session will examine the tension between economic considerations (larger units for economy/efficiency) and political considerations (maintaining local representation and promoting democratic values). SUMMARY:Webinar: Direction of decentralization in Eastern Europe and Central Asia
DESCRIPTION:The European Charter of Local Self-Government (ECLSG) lays down standards for protecting the rights of local authorities and requires states which have ratified it to comply with a number of conditions\, principles and practices. States undertake to respect a core of basic principles to which no reservation is possible – such as the right of citizens to participate in managing public affairs\, the key rights of communities to enjoy autonomy and self-government\, elect their local bodies and to have their own structures and financial resources. \nThis session will provide an overview of the progress in decentralization in the Eastern European and Central Asia (EECA) region drawing on two instruments: Network of Associations of Local Authorities of South-East Europe (NALAS) Regional Decentralization Observatory and University of Lausanne’s Local Autonomy Index (UNIL-LAI). \nNALAS Regional Decentralization Observatory continuously tracks the progress of decentralization and local government\, fiscal trends and local public services in South-East Europe. The Observatory’s data shows that the decades-long decentralization efforts and successes are threatened by trends of re-centralization. This started well before the COVID-19 pandemic\, but accelerated during the crisis and culminates today\, as a result of the shortage and high prices of key resources\, inflation and economic crisis. \nUNIL-LAI is an extension and update of the “Self-rule index for local authorities in the EU\, 1990-2014”\, applying the comprehensive methodology to 57 countries over 30 years (1990-2020)\, including almost all EU\, CoE and OECD member states. LAI data shows an increase of local autonomy between 1990 and 2020\, especially in the Central and Eastern European countries. \n  \nLearn more

DESCRIPTION:As part of its global webinar series on Elevating the Decentralization Debate\, which seeks to bring together scholars and practitioners on issues related to decentralization\, multilevel governance\, and localized development\, the Local Public Sector Alliance—in collaboration with the Forum of Federations\, DeLOG\, and a number of other global partners—is pleased to announce a webinar discussion on Local governance indicators: the global state of knowledge. \nAlthough decentralization and subnational finance are important policy topics around the world\, major democracy and governance indicators have traditionally overlooked the subnational dimension of public sector governance. In order to fill this gap\, different research initiatives have recently been undertaken to map out the state of subnational governance institutions. These efforts include regional and local governance indicators included in the Varieties of Democracy (V-Dem) Research Project based at the Varieties of Democracy Institute\, University of Gothenburg; the De/Centralisation Dataset (DcD) developed by a global team of researchers led by the University of Kent; and the Local Autonomy Index (LAI 2.0) developed by the University of Lausanne\, which was recently applied to the EU\, Council of Europe\, and OECD. \nAs part of this webinar\, lead researchers will present their various efforts to capture the state of subnational governance institutions around the world. SUMMARY:Online Course: Localizing the Sustainable Development Goals (SDGs): Tools for Local Transformation
DESCRIPTION:The world organization United Cities and Local Governments (UCLG) and the Barcelona Provincial Council\, through the Observatory for Decentralized Cooperation and UCLG Learning\, are launching the 4th edition online course “Localizing the Sustainable Development Goals (SDGs): Tools for Local Transformation” with new updated content and innovative good practices\, adjusted to the latest times. \nConsidering the new post-pandemic global reality of COVID-19\, and the global challenges that are imposed at the local and regional level\, the 2030 Agenda emerges\, with a broad global consensus\, as the frame of reference to guide the recovery process after the health crisis\, as well as protect the environment\, equality\, justice and other universal rights\, and thus achieve global sustainable development. \nTo this end\, the course aims to train and provide tools to local and regional governments (LRGs) and their associations to implement and adapt the SDGs at the local level\, a process known as “localization of the SDGs”. \nIn order to enable the participation of as many countries as possible\, the course will be available in three languages: Spanish\, English and French. This entails a greater diversity of visions and experiences that can only enrich the training. \nThis training is based on the 3 learning modules on the SDGs localization and the roadmap designed by the UCLG and Global Taskforce of Local and Regional Governments\, UNDP-Art and UN-Habitat\, to support local and regional governments in the formulation\, planning and implementation of policies in order to create an environment that facilitates action for sustainable development \nTarget audience: \nThe training program is intended primarily for technical and political authorities in the fields of international relations\, development cooperation\, strategic and public policy planning or any other field of government work related to the implementation of the 2030 Agenda. It also encourages the participation of profiles that guide and manage sustainable local development policies or programs at other public levels. \n  \nCourse objectives: \nBy the end of the course\, participants will be able to conduct SDG-compliant policies and align their municipal or regional action plans with the 2030 Agenda. Thanks to the theoretical foundations and the applied experience\, the following skills are sought: \n\nIdentify new international challenges facing local and regional governments;\nMobilize local stakeholders to ensure ownership of the 2030 Agenda by local and regional governments around the world;\nIdentify the benefits of localizing the SDGs in general local policy making and in development strategies in particular;\nInternalize the leadership culture of local and regional governments to achieve the 2030 Agenda and the SDGs;\nGain practical knowledge in the managing instruments for localizing the SDGs: planning tools\, advocacy tools\, project implementation tools and monitoring and evaluation tools;\nShare different real life experiences of localizing the SDGs;\nContribute to strengthening the global alliance for sustainable development.\n\nSyllabus: \nChapter 1: Introduction to the Sustainable Development Goals (SDGs) \nChapter 2: Awareness raising\, advocacy and dialogue for the localization of the SDGs\, based mainly on the UCLG’s ToT SDGs Module 1 \nChapter 3: Localizing the SDGs. Aligning local and regional development plans\, based mainly on the UCLG’s ToT SDGs Module 2 \nChapter 4: Preparation of the National and Local Voluntary Reports on the SDGs\, based mainly on the UCLG’s ToT SDGs Module 3\, the VLR guidebook\, the VSR guidebook and UCLG HLPF annual reports. \nMethodology and profile: \nThe training is designed taking into account that the profile of the participants is entirely that of people who have a professional activity in the public sector. It is not mandatory to be connected to the Campus at specific times\, so each participant may adapt the schedules of the activities to their own agenda. \nFurthermore\, this online course is clearly designed to be practical. Accordingly\, there is a strong bias towards activities\, most notably those that generate a substantive debate and interaction between the participants. The aim is that the participants’ own experience operates as a pillar on which the training is structured. This combination makes it possible to delve deeper into the content through critical analysis\, while encouraging the application of concepts and tools. \nBefore starting the training as such\, the course includes a Module 0 that introduces students to the dynamics and strategies of online training. This enables them to get acquainted with the virtual work environment and its main tools for communication and interaction with the group. Likewise\, there will be a teacher and a reference tutor to walk the group through the course materials and activities associated with each subject. \nAdmission criteria: \nA total of 35 places are offered for each of the three language modalities. The course carries no cost for participants since it is fully funded by the Barcelona Provincial Council and UCLG. \nAny person\, regardless of nationality and whose professional activity consists of managing public development policies in any country may enroll in the course. Once all applications have been received\, the Evaluation Panel will review the different profiles and decide who are the 35 individuals selected for each of the three modalities. SUMMARY:Workshop on Funding and Financing Inclusive and Quality Infrastructure Investment in Regions and Cities
DESCRIPTION:Subnational governments are major infrastructure investors. In G20 countries\, they are responsible for almost 60% of public investment. These state\, regional and local governments often have the primary responsibility for providing the basic public infrastructure and services that are essential for economic development\, well-being and poverty reduction (water\, waste\, education\, healthcare and transport\, etc.). \nIn a February 2022 meeting hosted by the Indonesian G20 Presidency\, Finance Ministers and Central Bank Governors from G20 countries agreed to “develop policies to mobilize inclusive infrastructure investment to enhance social inclusion and address subnational disparities in regions and cities”. As part of this agenda\, the G20\, the Organization for Economic Co-operation and Development (OECD)\, with support of the Asian Development Bank (ADB)\, are developing a Policy Toolkit to mobilize funding and financing mechanisms for inclusive and quality infrastructure investment in regions and cities. The Policy Toolkit aims to support regional and local governments across developing\, emerging and developed economies to implement the strategies and mechanisms to mobilize funding and financing for quality infrastructure investment that contributes to a balanced and inclusive post-pandemic economic recovery. \nThe Policy Toolkit will highlight a wide range of funding and financing instruments to support infrastructure investment in regions and cities and outlines key enablers to support their adoption. It will facilitate knowledge exchange to support subnational governments diversify their revenue sources and help them to unlock the use of private finance for infrastructure. The Policy Toolkit will build on the outcomes of this workshop and the report Unlocking infrastructure investment: Innovative funding and financing in regions and cities\, which was published in 2021 as an input to the Italian G20 Presidency. \nWorkshop Agenda \nRegister here

DESCRIPTION:The Local Governance Institutions Comparative Assessment (LoGICA) Framework provides an assessment tool to analyze the multilevel governance structure of a country\, along with the subnational institutions and intergovernmental systems that contribute to inclusive governance\, effective public service delivery and sustainable localized development. The Local Public Sector Alliance is currently in the process of reviewing and revising the LoGICA Framework. \nThe latest evaluation draft of the revised LoGICA Framework (August 2022) is now available online. \nComments are being sought from the Local Public Sector Alliance Community of Practice to ensure that the revised LoGICA framework provides a more suitable framework for the dual objective of (a) informing country-level policy dialogues on decentralization\, multilevel governance and intergovernmental relations (resulting in more inclusive and sustainable development); and (b) ensuring that the application of the framework at the country level is able to feed into a global\, comparative data set on the state of multilevel governance and subnational governance institutions. \nA Community Feedback Meeting has been scheduled for Friday\, August 26\, 9 am EDT to discuss the revised LoGICA Framework. DESCRIPTION:Decentralization and subnational finance are important policy topics in Latin America and the Caribbean\, as the region is among the most decentralized in the world. With this in mind\, the Inter-American Development Bank (IADB) and the Economic Commission for Latin America and the Caribbean (ECLAC) recently launched The Outlook of Fiscal Relations between Levels of Government in Latin America and the Caribbean\, presenting country profiles as well as regional and national analyses of subnational public finances for 26 countries in the region. In addition to the Outlook\, the Inter-American Development Bank recently launched its Subnational Fiscal Data Platform\, with the aim to make available to the research community and the interested public the largest amount of fiscal data at the local and intermediate government level for Latin America and the Caribbean. The presentation of the outlook of decentralization in Latin America and the Caribbean and an overview of IADB’s subnational fiscal platform was followed by a discussion on lessons from the LAC region for other global regions. \nAs part of its global webinar series on Decentralization and Local Development around the World\, the Local Public Sector Alliance—in collaboration with the Inter-American Development Bank (IADB)\, the World Bank Subnational Governance and Decentralization Global Solutions Group\, UNDP\, UNCDF\, and a number of other global partners—hosted two knowledge sharing events in July 2022 on Decentralization and Local Development in Latin America and the Caribbean.
