SUMMARY:2nd International Conference on Inclusive Cities
DESCRIPTION:This conference seeks to foster cross-disciplinary dialogue and collaboration between researchers\, practitioners\, policymakers\, and community members to explore the capacity of the state to achieve inclusive cities. We believe that by bringing together a diverse group of stakeholders\, we can identify innovative solutions and strategies to help cities become more inclusive and equitable places to live\, work and play. \nOverall\, this conference aims to promote an understanding of the complex dynamics of cities and provide a platform for exchanging ideas\, knowledge\, and best practices on inclusive cities. Papers that address specific case studies and practical examples of inclusive city initiatives\, policies\, and programs are highly encouraged. We also look forward to papers that examine the challenges and barriers that cities face in creating inclusive environments\, such as lack of funding\, political will\, or community engagement. DESCRIPTION:Between July 3 to July 23\, 2023\, the Seoul Human Resources Development Center (SHRDC) of the Seoul Metropolitan Government\, together with Metropolis\, the World Association of the Major Metropolises\, United Cities and Local Government (UCLG)\, and UCLG-ASPAC will organize an online training program focusing on Caring City. \nThe program\, open to the public officials of local governments and metropolitan cities is free of charge and combines self-paced learning and video lectures exploring the concepts and concrete examples of “Caring Cities” mainly by the city of Bogota and Seoul. SUMMARY:Two Decades of (Fiscal) Decentralization in Indonesia: Lessons for Decentralization Champions in Asia
DESCRIPTION:Fiscal decentralization in Indonesia has come a long way in the past two decades. The adoption of two laws\, the Law on Regional Government (Law No. 22 of 1999) and on Financial Balance between Central and Regional Governments (Law No. 25 of 1999)\, marked the “Big Bang” of fiscal decentralization in Indonesia\, which started an era of decentralized governance and finance that empowered provincial and local governments to deliver public services and manage their own budgets\, both in terms of revenues and expenditures. \nThis webinar provided an overview of Indonesia’s experiences over the past two decades\, during which the pendulum swung mostly towards greater fiscal decentralization and local empowerment. \nIn order to elevate the global debate on decentralization and localization\, the webinar also considered the question: why was Indonesia’s fiscal decentralization reform (largely) successful\, whereas fiscal decentralization has proven more difficult elsewhere in Asia?
