SUMMARY:Two Decades of (Fiscal) Decentralization in Indonesia: Lessons for Decentralization Champions in Asia
DESCRIPTION:Fiscal decentralization in Indonesia has come a long way in the past two decades. The adoption of two laws\, the Law on Regional Government (Law No. 22 of 1999) and on Financial Balance between Central and Regional Governments (Law No. 25 of 1999)\, marked the “Big Bang” of fiscal decentralization in Indonesia\, which started an era of decentralized governance and finance that empowered provincial and local governments to deliver public services and manage their own budgets\, both in terms of revenues and expenditures. \nThis webinar provided an overview of Indonesia’s experiences over the past two decades\, during which the pendulum swung mostly towards greater fiscal decentralization and local empowerment. \nIn order to elevate the global debate on decentralization and localization\, the webinar also considered the question: why was Indonesia’s fiscal decentralization reform (largely) successful\, whereas fiscal decentralization has proven more difficult elsewhere in Asia? DESCRIPTION:The Hague Academy of Local Governance will deal with these issues in an upcoming (in-person) training course on Inclusive Service Delivery & the SDGs\, offered in The Hague from 6 to 17 March 2023. The application deadline for the course is 27 January 2023. \n  \nExperience\nIn this course\, you will visit different organizations to learn about Dutch practices in adopting an SDG framework for local service delivery. In the Municipality of The Hague\, you will meet the people who are spearheading the implementation of the SDGs. A second study visit will take you to the more rural Municipality of Molenlanden\, where we will discuss the Local Inclusion Agenda aimed at improving services to people with disabilities. In addition\, you will discuss and analyze international case studies in local service delivery. \n  \n\nExperts contributing to this course include:\nDmitry Pozhidaev\, Global Advisor for Local Government Finance at UNCDF and Head of the UNCDF Office in Uganda. Dmitry has extensive experience in guiding local development finance programs across Africa. \nFloor Matenaar\, Policy Officer at the International Affairs Department of the city of The Hague. Floor ensures the implementation of the SDGs in the city and works with partners towards inclusive sustainable development. \nFloor van den Berg\, Project Officer for youth participation at Save the Children. SUMMARY:Performance-Based Financing for Urban Local Governments
DESCRIPTION:A core priority for cities in developing countries is to strengthen their financing and institutional systems to deliver urban infrastructure and services more effectively and manage local economies more productively. \nThe World Bank has helped address this challenge in several countries by supporting projects and programs that provide performance-based financing to cities and urban local governments. These programs have helped improve the institutional and service delivery performance of local governments. Over the last two decades\, the World Bank has provided over $8 billion in financing to countries to support the implementation of such programs. SUMMARY:Webinar: Are the linkages between businesses and local budgets for local economic development sufficiently strong?
DESCRIPTION:Subnational governments in the region have overall mandate of promoting local economic development. Yet\, there are questions about fiscal and administrative powers and capacities of local governments to promote local economic development in their jurisdiction. An important tool for promoting local economic development is local government budgets. In the region\, local budgets are financed through revenues sources that are mainly controlled by central government such as revenue sharing arrangements and direct local business levies. The critical elements of revenue sharing are (i) how the total amount of shared taxes is defined (rule based or negotiated)\, (ii) what are the forms of actual revenue sharing (formula or origin based; local surcharges) and the (iii) scope of local autonomy in using the shared revenues (earmarked or general-purpose revenues). Municipal own revenues on businesses may operate also as regulatory instrument\, if local governments have sufficient autonomy in setting rates and exemptions. \nAfter a brief discussion on the role of subnational governments in local economic development\, this session will specifically focus on how local governments can be more effective in promoting local economic development through local budgets. Panelists are invited to (i) evaluate national laws and legislations on the role of subnational governments and local economic development; and (ii) present the significance and evolution of fiscal revenues for local governments in their countries\, to assess the local impact of the various schemes on local budgets and businesses. \n  \nLearn more

SUMMARY:Webinar: National decentralization policies and territorial structure
DESCRIPTION:The implementation of decentralization and localization has been a major public service reform in the transition countries of EECA region. A key element in their decentralization efforts is territorial administrative reforms. The issue of how to size local governments to a level in which they can be capable of supporting public services through sufficient fiscal resources to the delivery of the services to their citizens and at the same to guarantee effective form of representation at the municipal or village (sub-municipal) level has been a challenge from the start. Following the initial wave of creating small municipalities in the EECA region\, there have been a significant number of countries that have undertaken the process of amalgamating or merging their local geographical units with small populations into larger population units covering more area. Some countries experimented with voluntary inter-municipal cooperation schemes others forced amalgamation by a legal instrument. This session will examine the tension between economic considerations (larger units for economy/efficiency) and political considerations (maintaining local representation and promoting democratic values). SUMMARY:Webinar: Direction of decentralization in Eastern Europe and Central Asia
DESCRIPTION:The European Charter of Local Self-Government (ECLSG) lays down standards for protecting the rights of local authorities and requires states which have ratified it to comply with a number of conditions\, principles and practices. States undertake to respect a core of basic principles to which no reservation is possible – such as the right of citizens to participate in managing public affairs\, the key rights of communities to enjoy autonomy and self-government\, elect their local bodies and to have their own structures and financial resources. \nThis session will provide an overview of the progress in decentralization in the Eastern European and Central Asia (EECA) region drawing on two instruments: Network of Associations of Local Authorities of South-East Europe (NALAS) Regional Decentralization Observatory and University of Lausanne’s Local Autonomy Index (UNIL-LAI). \nNALAS Regional Decentralization Observatory continuously tracks the progress of decentralization and local government\, fiscal trends and local public services in South-East Europe. The Observatory’s data shows that the decades-long decentralization efforts and successes are threatened by trends of re-centralization. This started well before the COVID-19 pandemic\, but accelerated during the crisis and culminates today\, as a result of the shortage and high prices of key resources\, inflation and economic crisis. \nUNIL-LAI is an extension and update of the “Self-rule index for local authorities in the EU\, 1990-2014”\, applying the comprehensive methodology to 57 countries over 30 years (1990-2020)\, including almost all EU\, CoE and OECD member states. LAI data shows an increase of local autonomy between 1990 and 2020\, especially in the Central and Eastern European countries. \n  \nLearn more
