SUMMARY:Workshop: Elevating The Debate On Decentralization  And Multilevel Governance In Africa
DESCRIPTION:  \nIn December 2021\, the Local Public Sector Alliance convened a series of virtual knowledge sharing events on Decentralization and Local Development in Sub-Saharan Africa. Progress on devolution and local governance in the region was found to be uneven\, and the extent and pace of decentralization can be described as moderate at best. An initial assessment of the state of local governance institutions in Sub-Saharan Africa indicates that although some countries have devolved regional or local government institutions\, decentralization and localization efforts are in need of strengthening and deepening in countries around the region. This is especially true if we wish subnational governance institutions in Africa to be effective and empowered actors in efforts to localize sustainable development and/or to engage in decentralized development cooperation. \nThe Local Public Sector Alliance—led by LPSA’s Working Group on Sub-Saharan Africa and other Africa-based members of the Alliance–wants to engage with experts and partner organizations on how best to support and advocate for more inclusive and effective decentralization and localization in Sub-Saharan Africa. \nTo this effect\, LPSA—along with key partner organizations—is organizing the workshop “Elevating The Debate On Decentralization and Multilevel Governance In Africa” which will be held at the Emara Ole-Sereni Hotel\, in Nairobi\, Kenya\, from May 20-22\, 2024 (9:00-17:00\, NBO). Interested colleagues will be able to join us online via Zoom. \nThe workshop will explore the following: How can subnational governance institutions in Africa pursue more effective interventions to localize sustainable development and engage in decentralized development cooperation? DESCRIPTION:The Hague Academy for Local Governance is accepting applications for its in-person Urban Governance Training: Resilient and Smart Cities. \nThis course targets professionals engaged in urban governance and development\, including city planners and urban policymakers\, drawn from various sectors such as national\, regional\, and local governments\, NGOs\, knowledge institutes\, and donor organisations. It aims to explore frameworks\, strategies\, and tools to enhance cities’ resilience\, enabling them to withstand and recover from internal and external shocks\, maintain essential functions\, and adapt to continuous change. \nAdditionally\, the course delves into smart city solutions\, investigating the role of data and innovative technologies in improving city system efficiency and fostering urban resilience. It also examines the formulation of scenarios for inclusive cities\, applying the principle of Leaving No One and No Place Behind\, and discusses the ethical considerations of smart city projects\, including potential issues like the digital divide\, cybersecurity\, and privacy concerns. \nLastly\, the course addresses how ‘post-COVID’ cities can leverage technologies to reinforce physical interactions\, shared systems\, services\, and spaces\, shaping the concept of ‘blended cities’ in the future. \nThe course will take place in The Hague\, Netherlands\, from 15 May 2024 to 28 May 2024.  \nThe course fee is € 3\,595. DESCRIPTION:Kathmandu University School of Law (KUSOL) is proud to announce its upcoming International Conference on Federalism\, Devolution of Power\, and Inclusive Democracy in Nepal and Asia. The conference is scheduled to take place on November 22-23\, 2023\, in the city of Kathmandu. \nFederalism\, as a governance model\, has been gaining prominence around the world as a means to ensure equitable distribution of power and resources\, enhance intergovernmental coordination\, and promote inclusive democratic processes. Against this backdrop\, KUSOL is convening a diverse array of constitutional experts\, practitioners\, researchers\, policymakers\, political parties\, and civil society members from Nepal\, South Asia\, and the Asia Pacific region\, bringing together approximately 100 participants for this landmark event. \nThe conference will revolve around three central themes: \nIntergovernmental Coordination and Cooperation in Federal Systems: The conference will provide a platform to explore effective mechanisms for coordination and cooperation among various tiers of government within federal systems. Papers that address specific case studies and practical examples of inclusive city initiatives\, policies\, and programs are highly encouraged.
