DESCRIPTION:The theme for the Fourth African School on Decentralisation (ASD) is ‘Decentralisation and Human Rights’. The 2024 ASD will examine whether\, and if so how\, decentralisation can create favourable conditions for the protection and realisation of human rights on the African continent\, and how local governance can be informed by human rights. \nHuman rights are not just a national government issue. Local and regional governments are critical actors in respecting\, protecting\, realising and promoting human rights. They govern and regulate local spaces\, and impact the rights of individuals and groups. They deliver services that are essential for human dignity and development\, and impact the environment. \nFlowing from the international\, regional and domestic frameworks for human rights\, the 2024 ASD will cover themes such as – \n\nhow civil and political rights (democracy\, accountability\, transparency) underpin good local governance\nhow group rights (language\, culture) and the protection of marginalised groups (children\, persons with disability\, LGBTQ) underpin local government policies\nhow local governments pursue gender equality\nhow socio-economic rights (water\, sanitation\, housing\, shelter and food) shape municipal service delivery\nhow the right to a healthy environment for current and future generations informs how municipalities regulate and manage land\, service and mobility\nlocal governance and implementation for human rights: right-based planning\, budgeting\, delivery and reporting\n\nThe course will be offered in Cape Town\, South Africa. It will be presented by leading experts in the field from a regional and international perspective. The course includes lectures\, interactive discussions\, case studies and study visits. It offers a platform in which African practitioners\, academics and activists can be educated and encouraged to innovate and experiment\, and to learn from one another in order to address the challenges in the implementation of decentralisation. The application of these tools has enabled citizens to access these services more easily and feel more connected to their local governments. There are many applications in which these tools have been applied related to the obtaining of important personal documents and the ability to provide input to the local government budget decisions.  The trend is even to more fully develop these tools and to incorporate artificial intelligence to local government decisions. It is important to understand the terminology of the key terms that are applied to these tools.  The following provides some short definitions of these key terms. \nThe World Bank defines e-government as “the use of information and communications technologies by governments to enhance the range and quality of information and services provided to citizens\, businesses\, civil society organizations\, and other government agencies in an efficient\, cost-effective and convenient manner\, making government processes more transparent and accountable and strengthening democracy.” \nThe new terms of digitization and digitalization are often used to describe the latest developments. They are different aspects of the same technology application – digitization refers to the process of converting analog data into a digital format\, while digitalization involves the integration of digital technologies into business operations to optimize processes\, enhance customer experiences\, and drive innovation. \nThis webinar provides an overview of these technology innovations and their use and application in the countries of Central and Eastern Europe. SUMMARY:Local Security Governance and Peacebuilding Course
DESCRIPTION:The Hague Academy for Local Governance is now accepting applications for its in-person course on Local Security Governance and Peacebuilding training. \nThis course is tailored for government officials\, civil servants\, and development professionals working in peacebuilding\, security sector reform and stabilisation\, who seek to gain practical insights into local security governance and local actor engagement in peacebuilding. \nThe course includes a pre-training\, online learning module. It contains tools for analysing the political\, socio-economic context of local violent conflict\, as well as root causes\, actors and dynamics. Participants will identify conflict risks\, triggers\, and conflict transformation opportunities. Additionally\, they will work with future scenarios while applying a gender perspective. \nFollowing the online module\, participants will share their experiences with peacebuilding and security sector reform programmes in conflict-affected countries during a one-week in-person training. Under the guidance of international experts from PAX for Peace\, Generva Centre for Security Sector Reform\, and Utrecht University\, they will reflect on the roles of various actors in conflict transformation and peacebuilding including local authorities\, informal local leaders\, civil society\, justice and security actors. Participants furthermore critically assess the conflict and gender sensitivity of foreign interventions. The programme includes a visit to the International Criminal Court in The Hague. \nThe course will be held in The Hague\, the Netherlands\, from 17 to 21 February 2025. \nThe course fee is €2\,500\, which includes all training-related costs as well as drinks and warm lunches during the training days.
