The application of these tools has enabled citizens to access these services more easily and feel more connected to their local governments. There are many applications in which these tools have been applied related to the obtaining of important personal documents and the ability to provide input to the local government budget decisions.  The trend is even to more fully develop these tools and to incorporate artificial intelligence to local government decisions. It is important to understand the terminology of the key terms that are applied to these tools.  The following provides some short definitions of these key terms. \nThe World Bank defines e-government as “the use of information and communications technologies by governments to enhance the range and quality of information and services provided to citizens\, businesses\, civil society organizations\, and other government agencies in an efficient\, cost-effective and convenient manner\, making government processes more transparent and accountable and strengthening democracy.” \nThe new terms of digitization and digitalization are often used to describe the latest developments. They are different aspects of the same technology application – digitization refers to the process of converting analog data into a digital format\, while digitalization involves the integration of digital technologies into business operations to optimize processes\, enhance customer experiences\, and drive innovation. \nThis webinar provides an overview of these technology innovations and their use and application in the countries of Central and Eastern Europe. DESCRIPTION:The African School of Decentralization\, the LPSA Sub-Saharan Africa Working Group\, the Dullah Omar Institute at the University of the Western Cape\, and the Centre for Federalism and Governance Studies at Addis Ababa University have organized a special meeting on “Elevating the Debate and Catalyzing Action: Towards a Pan African Network of Decentralization Advocates.” This session is part of the 4th African School of Decentralization\, whose overarching theme is “Decentralization and Human Rights.” The hybrid meeting will take place in Cape Town on Tuesday\, October 22\, 2024\, at 8:00 AM EDT / 2:00 PM CET / 3:00 PM EAT / 5:30 PM IST / 7:00 PM ICT. \nThis upcoming open meeting will build upon the resolutions and insights from the Pan-African Workshop on  “Elevating the Debate on Decentralization & Multi-Level Governance in Africa” held in Nairobi in May 2024 and was organized by the Local Public Sector Alliance (LPSA)\, the Intergovernmental Relations Technical Committee (IGRTC)\, the Dullah Omar Institute (DOI)\, the East African County and Local Governments Association (EACLGA)\, and Institute of Local Government Studies Ghana. The workshop identified key mechanisms for bringing together stakeholders from across the continent through a network of decentralization and localization advocates\, to engage in knowledge development\, knowledge sharing\, and evidence-informed policy advocacy\, with the goal of elevating the decentralization and localization debate and fostering more inclusive\, effective governance structures. DESCRIPTION:The theme for the Fourth African School on Decentralisation (ASD) is ‘Decentralisation and Human Rights’. The 2024 ASD will examine whether\, and if so how\, decentralisation can create favourable conditions for the protection and realisation of human rights on the African continent\, and how local governance can be informed by human rights. \nHuman rights are not just a national government issue. Local and regional governments are critical actors in respecting\, protecting\, realising and promoting human rights. They govern and regulate local spaces\, and impact the rights of individuals and groups. They deliver services that are essential for human dignity and development\, and impact the environment. \nFlowing from the international\, regional and domestic frameworks for human rights\, the 2024 ASD will cover themes such as – \n\nhow civil and political rights (democracy\, accountability\, transparency) underpin good local governance\nhow group rights (language\, culture) and the protection of marginalised groups (children\, persons with disability\, LGBTQ) underpin local government policies\nhow local governments pursue gender equality\nhow socio-economic rights (water\, sanitation\, housing\, shelter and food) shape municipal service delivery\nhow the right to a healthy environment for current and future generations informs how municipalities regulate and manage land\, service and mobility\nlocal governance and implementation for human rights: right-based planning\, budgeting\, delivery and reporting\n\nThe course will be offered in Cape Town\, South Africa. It will be presented by leading experts in the field from a regional and international perspective. The course includes lectures\, interactive discussions\, case studies and study visits. It offers a platform in which African practitioners\, academics and activists can be educated and encouraged to innovate and experiment\, and to learn from one another in order to address the challenges in the implementation of decentralisation. SUMMARY:Workshop: Elevating The Debate On Decentralization  And Multilevel Governance In Africa
DESCRIPTION:  \nIn December 2021\, the Local Public Sector Alliance convened a series of virtual knowledge sharing events on Decentralization and Local Development in Sub-Saharan Africa. Progress on devolution and local governance in the region was found to be uneven\, and the extent and pace of decentralization can be described as moderate at best. An initial assessment of the state of local governance institutions in Sub-Saharan Africa indicates that although some countries have devolved regional or local government institutions\, decentralization and localization efforts are in need of strengthening and deepening in countries around the region. This is especially true if we wish subnational governance institutions in Africa to be effective and empowered actors in efforts to localize sustainable development and/or to engage in decentralized development cooperation. \nThe Local Public Sector Alliance—led by LPSA’s Working Group on Sub-Saharan Africa and other Africa-based members of the Alliance–wants to engage with experts and partner organizations on how best to support and advocate for more inclusive and effective decentralization and localization in Sub-Saharan Africa. \nTo this effect\, LPSA—along with key partner organizations—is organizing the workshop “Elevating The Debate On Decentralization and Multilevel Governance In Africa” which will be held at the Emara Ole-Sereni Hotel\, in Nairobi\, Kenya\, from May 20-22\, 2024 (9:00-17:00\, NBO). DESCRIPTION:The LPSA Advisory Board invites all LPSA Advisory Board members\, LPSA Working Group Co-Chairs and members\, as well as all interested policy practitioners\, government officials\, researchers and scholars\, civil society stakeholders and other members of the global community of practice on decentralization and localization to an Open Community Meeting on Friday\, April 12th\, 2024 (8:00 am ET; 1:00 pm London; 2:00 pm Paris; 4:00 pm Nairobi; 6:30 pm New Delhi; 8:00 pm Bangkok). \nThe Open Meeting provides an opportunity for your input into the activities and work program of the Alliance and its Working Groups for the ongoing period 2023-2024. \nRegistration for this meeting is required. \nRegister Here!
