SUMMARY:Webinar: European Observatory for the  Defence of Democracy at the Local Level
DESCRIPTION:The European Observatory for the Defence of Democracy at the Local Level (ODELL) was officially launched in December 2025 as a joint initiative of the Council of European Municipalities and Regions (CEMR)\, the Municipality of Bilbao and the Association of Basque Municipalities (EUDEL)\, in partnership with Bocconi University\, and with the support of the Basque Government. Building on a shared commitment to safeguard democratic governance at the level closest to citizens\, ODELL aims to better understand\, document\, and respond to the growing pressures faced by local and regional elected representatives across Europe. \nSince its launch\, the Observatory has focused on developing robust evidence based on threats affecting local leaders. This work comes at a time when democratic institutions across Europe are facing increasing challenges\, including rising political polarization\, the spread of disinformation\, and declining trust in public authorities. In this context\, local and regional representatives are often on the front line\, exposed to various forms of intimidation\, harassment\, and violence that can hinder their ability to carry out their mandates effectively. \nThese developments are also gaining recognition at the European level. Initiatives such as the European Democracy Shield reflect a growing awareness of the need to strengthen the resilience of democratic systems against both internal and external threats. While much of the policy focus has traditionally been placed on national institutions\, there is increasing acknowledgment that local democracy constitutes a critical layer of democratic life that requires targeted attention and protection. \nIn this evolving landscape\, generating reliable data and fostering dialogue between different levels of governance is essential. ODELL contributes to this effort by combining research\, political engagement\, and cooperation with institutional and academic partners. \nAs part of its work\, ODELL is preparing a European report analyzing patterns of threats and attacks against local and regional representatives. SUMMARY:LPSA Seminar: Decentralization\, National Oversight and Accountability — A Kenya–South Africa Dialogue
DESCRIPTION:The LPSA Expert Working Group on Sub-Saharan Africa (LPSA Africa) is a regional working group of the Local Public Sector Alliance that brings together government officials\, policy practitioners\, scholars\, civil society organizations and citizens who share an interest and expertise in decentralization\, multilevel governance\, intergovernmental relations\, local governance and local development across the region. The Local Public Sector Alliance (LPSA)\, in collaboration with the South African Research Chair in Multilevel Government\, Dullah Omar Institute have organized a special hybrid seminar on the theme\, Decentralization\, National Oversight and Accountability: A Kenya–South Africa Dialogue.  \nKenya and South Africa are in different stages of implementing ambitious decentralization programs. Key to the current debates in both countries is the question of how to ensure national oversight over subnational governments without compromising local and regional democracy. After decentralization\, national governments still want to safeguard national standards and compliance\, but counties and local governments want to exercise local discretion. This dialogue examines that balance by looking\, amongst other things\, at the ongoing Review of the White Paper on Local Government in South Africa\, as well as the debate on the role of the Senate vis-à-vis counties in Kenya. SUMMARY:Gender Responsive Governance Course
DESCRIPTION:Gender equality is fundamentally linked to people-centered sustainable development. In the context of local government\, gender equality is critical as women\, men\, and people with diverse gender identities face different challenges for full participation\, representation and equal (work) opportunities. Measures that ensure equitable access to resources and services are necessary to achieve inclusive and gender responsive governance. \nThis course discusses gender dynamics and focuses on the different needs and priorities of women\, men\, young girls and boys. We discuss gender-sensitive strategies and tools for gender analysis\, gender mainstreaming and gender-responsive budgeting in policies and programmes at the local level. Special attention is given to the involvement of marginalised groups in development initiatives. SUMMARY:Local Climate Response Course
DESCRIPTION:As a result of climate change\, local authorities and their citizens are increasingly faced with problems such as air pollution and water scarcity. Moreover\, the security and livelihoods of millions are threatened by droughts\, floods\, and other natural disasters. To address these challenges\, local governments – in cooperation with national and local stakeholders – must develop strategies that respond to current and future climate change. \nIn this course\, we will discuss climate change scenarios across multiple sectors and explore their policy implications. Furthermore\, participants will assess local climate vulnerabilities in their own local context\, and discuss possible strategies to build local resilience. The focus is on designing sustainable adaptation plans that support communities and local ecosystems\, for example\, by developing nature based solutions. Research has consistently demonstrated that marginalised communities are disproportionately affected by its consequences. \nThe course examines the underlying factors driving corruption and their impact on development. Participants will explore strategies to address these root causes and gain insights into international initiatives\, legislation\, and agreements aimed at combatting corruption. The course presents examples of integrity policies that prevent corrupt practices by fostering a culture of ethics within public institutions\, and ensuring that governments operate in the best interest of their citizens. Climate change is making these problems worse\, threatening people’s safety\, economies\, and the environment.
