SUMMARY:Webinar: Are the linkages between businesses and local budgets for local economic development sufficiently strong?
DESCRIPTION:Subnational governments in the region have overall mandate of promoting local economic development. Yet\, there are questions about fiscal and administrative powers and capacities of local governments to promote local economic development in their jurisdiction. An important tool for promoting local economic development is local government budgets. In the region\, local budgets are financed through revenues sources that are mainly controlled by central government such as revenue sharing arrangements and direct local business levies. The critical elements of revenue sharing are (i) how the total amount of shared taxes is defined (rule based or negotiated)\, (ii) what are the forms of actual revenue sharing (formula or origin based; local surcharges) and the (iii) scope of local autonomy in using the shared revenues (earmarked or general-purpose revenues). Municipal own revenues on businesses may operate also as regulatory instrument\, if local governments have sufficient autonomy in setting rates and exemptions. \nAfter a brief discussion on the role of subnational governments in local economic development\, this session will specifically focus on how local governments can be more effective in promoting local economic development through local budgets. Panelists are invited to (i) evaluate national laws and legislations on the role of subnational governments and local economic development; and (ii) present the significance and evolution of fiscal revenues for local governments in their countries\, to assess the local impact of the various schemes on local budgets and businesses. \n  \nLearn more

SUMMARY:Webinar: Service delivery and crisis management
DESCRIPTION:During the COVID-19 pandemic\, local governments throughout the EECA region faced numerous challenges in terms of responding to emergencies. What started as a health crisis\, followed with the war in Ukraine\, turned into the biggest economic recession since the World War II\, with severe and long-lasting consequences. Fiscal pressures emanating from the consequences of the pandemic coupled with ensuing inflationary pressures\, local governments today face significant challenges in providing basic local services. As the crises deepens the number of vulnerable people increase which puts pressures on local governments in achieving social inclusion\, supporting vulnerable groups and contributing towards the achievement of SDGs. This session will discuss local service delivery and crisis management challenges in the region. \n  \nLearn more

SUMMARY:Webinar: National decentralization policies and territorial structure
DESCRIPTION:The implementation of decentralization and localization has been a major public service reform in the transition countries of EECA region. A key element in their decentralization efforts is territorial administrative reforms. The issue of how to size local governments to a level in which they can be capable of supporting public services through sufficient fiscal resources to the delivery of the services to their citizens and at the same to guarantee effective form of representation at the municipal or village (sub-municipal) level has been a challenge from the start. Following the initial wave of creating small municipalities in the EECA region\, there have been a significant number of countries that have undertaken the process of amalgamating or merging their local geographical units with small populations into larger population units covering more area. Some countries experimented with voluntary inter-municipal cooperation schemes others forced amalgamation by a legal instrument. This session will examine the tension between economic considerations (larger units for economy/efficiency) and political considerations (maintaining local representation and promoting democratic values). After a conceptual overview\, the session will examine the experiences of a number of countries in the region that have undertaken amalgamation reforms. \n  \nLearn more

SUMMARY:Webinar: Direction of decentralization in Eastern Europe and Central Asia
DESCRIPTION:The European Charter of Local Self-Government (ECLSG) lays down standards for protecting the rights of local authorities and requires states which have ratified it to comply with a number of conditions\, principles and practices. States undertake to respect a core of basic principles to which no reservation is possible – such as the right of citizens to participate in managing public affairs\, the key rights of communities to enjoy autonomy and self-government\, elect their local bodies and to have their own structures and financial resources. \nThis session will provide an overview of the progress in decentralization in the Eastern European and Central Asia (EECA) region drawing on two instruments: Network of Associations of Local Authorities of South-East Europe (NALAS) Regional Decentralization Observatory and University of Lausanne’s Local Autonomy Index (UNIL-LAI). \nNALAS Regional Decentralization Observatory continuously tracks the progress of decentralization and local government\, fiscal trends and local public services in South-East Europe. The Observatory’s data shows that the decades-long decentralization efforts and successes are threatened by trends of re-centralization. This started well before the COVID-19 pandemic\, but accelerated during the crisis and culminates today\, as a result of the shortage and high prices of key resources\, inflation and economic crisis. \nUNIL-LAI is an extension and update of the “Self-rule index for local authorities in the EU\, 1990-2014”\, applying the comprehensive methodology to 57 countries over 30 years (1990-2020)\, including almost all EU\, CoE and OECD member states. LAI data shows an increase of local autonomy between 1990 and 2020\, especially in the Central and Eastern European countries. \n  \nLearn more

SUMMARY:Webinar: Elevating the Debate - Local Governance Indicators
DESCRIPTION:As part of its global webinar series on Elevating the Decentralization Debate\, which seeks to bring together scholars and practitioners on issues related to decentralization\, multilevel governance\, and localized development\, the Local Public Sector Alliance—in collaboration with the Forum of Federations\, DeLOG\, and a number of other global partners—is pleased to announce a webinar discussion on Local governance indicators: the global state of knowledge. \nAlthough decentralization and subnational finance are important policy topics around the world\, major democracy and governance indicators have traditionally overlooked the subnational dimension of public sector governance. In order to fill this gap\, different research initiatives have recently been undertaken to map out the state of subnational governance institutions. These efforts include regional and local governance indicators included in the Varieties of Democracy (V-Dem) Research Project based at the Varieties of Democracy Institute\, University of Gothenburg; the De/Centralisation Dataset (DcD) developed by a global team of researchers led by the University of Kent; and the Local Autonomy Index (LAI 2.0) developed by the University of Lausanne\, which was recently applied to the EU\, Council of Europe\, and OECD. \nAs part of this webinar\, lead researchers will present their various efforts to capture the state of subnational governance institutions around the world. The subsequent discussion will focus on identifying the contributions of these various data sets to the state of knowledge on decentralization\, multilevel governance\, and local development\, and the extent to which these indicators are able to inform real-world policy debates. \nThis webinar discussion is jointly hosted by Forum of Federations\, DeLOG\, and the Local Public Sector Alliance. \n  \nLearn more / View Webinar video

SUMMARY:Webinar: Decentralization in Latin America and the Caribbean: Reforms on the horizon
DESCRIPTION:Although some countries in Latin America and the Caribbean are among the most decentralized in the world\, there is considerable variation within the region with respect to their level of decentralization. In different countries\, contrasting forces\, some leading to increased centralization and some to greater decentralization\, are producing an ongoing restructuring of the public sector. This webinar highlights the experiences of Chile\, Colombia and Peru\, each of which—in their own way—are in the process of reforming their system of intergovernmental relations towards greater decentralization. Presentations and discussions not only highlighted the technical details of the reforms being envisioned\, but also considered the political economy drivers behind the decentralization reforms on the horizon.

SUMMARY:Webinar: The outlook of decentralization and intergovernmental fiscal relations in Latin America and the Caribbean
DESCRIPTION:Decentralization and subnational finance are important policy topics in Latin America and the Caribbean\, as the region is among the most decentralized in the world. With this in mind\, the Inter-American Development Bank (IADB) and the Economic Commission for Latin America and the Caribbean (ECLAC) recently launched The Outlook of Fiscal Relations between Levels of Government in Latin America and the Caribbean\, presenting country profiles as well as regional and national analyses of subnational public finances for 26 countries in the region. In addition to the Outlook\, the Inter-American Development Bank recently launched its Subnational Fiscal Data Platform\, with the aim to make available to the research community and the interested public the largest amount of fiscal data at the local and intermediate government level for Latin America and the Caribbean. The presentation of the outlook of decentralization in Latin America and the Caribbean and an overview of IADB’s subnational fiscal platform was followed by a discussion on lessons from the LAC region for other global regions. \nAs part of its global webinar series on Decentralization and Local Development around the World\, the Local Public Sector Alliance—in collaboration with the Inter-American Development Bank (IADB)\, the World Bank Subnational Governance and Decentralization Global Solutions Group\, UNDP\, UNCDF\, and a number of other global partners—hosted two knowledge sharing events in July 2022 on Decentralization and Local Development in Latin America and the Caribbean.

SUMMARY:Webinar: Urban Governance\, Social Inclusion and Fragility in the MENA region
DESCRIPTION:The Middle East and North Africa (MENA) region is defined by its urbanizing\, and highly concentrated populations. Yet\, rising inequality and exclusion within cities can derail development progress\, and MENA is no exception. Fast growing and diverse urban populations face limited infrastructure\, poor service delivery and high population densities – in addition to the pressures of economic crisis\, fragility and violent conflict in some sub-regions. Against this backdrop\, what lessons are being learnt in the region about how cities can be managed to function as spaces for social inclusion and platforms for effective urban service delivery and development? (This session is co-hosted by UNDP and DeLoG).

SUMMARY:Webinar: Local Governance\, Conflict\, and Peacebuilding in the MENA region
DESCRIPTION:Local governance can address drivers of insecurity and conflict by enhancing government responsiveness and accountability to local people\, including for the diverse needs of heterogeneous populations. The role of political decentralization\, in signaling agreed vertical and territorial dispersal of power\, can also be essential. Yet\, the way local governance structures emerge – whether by political decentralization\, emergence from central state collapse or otherwise – and address conflict is highly context-specific. This session looks at the intersection between local governance and peacebuilding efforts in Iraq\, Libya\, Somalia\, and Yemen\, to ask what we can learn about the relationship between them. (This session is co-hosted by UNDP and DeLoG).

SUMMARY:Webinar: Decentralization and inclusive local governance in MENA: reforms and progress
DESCRIPTION:MENA countries have made some decentralization gains since the Arab Spring. However\, these gains have been partial\, incomplete\, and limited because of other concerns. Morocco\, Tunisia and Iraq are among the most decentralized countries in the region. Their democratic transition yielded a strong commitment to decentralization. Nevertheless\, there are concerns about the future of decentralization reforms in these countries also. This session will focus on the following questions: what has been the progress so far? Has the degree of decentralization been stagnant; or are countries backsliding? What political economy forces have been shaping the progress on decentralization and localization (or the lack thereof)? And what can development practitioners\, scholars and civil society organizations do to encourage evidence-based decentralization and localization reforms to promote inclusive and sustainable development? (This session is co-hosted by the World Bank).

SUMMARY:Webinar: A comparative analysis of decentralization and subnational governance in MENA
DESCRIPTION:Several MENA countries have made decentralization gains\, particularly since the Arab Spring. However\, these gains have been partial\, incomplete\, and limited by regime security and patronage concerns. A recent study analyzes the extent to which governance is decentralized in law and practice in nine Middle East and North Africa (MENA) countries—Egypt\, Iraq\, Jordan\, Lebanon\, Libya\, Morocco\, Syria\, Tunisia\, and Yemen. The pandemic\, national budget deficits\, and escalating protests in some countries could spur further decentralization\, but they will also exacerbate regime unease around maintaining stability and power. SUMMARY:Webinar: Kenya – the biggest bang: key success factors and challenges going forward
DESCRIPTION:The 2010 Constitution provided a remarkable opportunity to fundamentally change the relationship between government and citizens in Kenya. The Constitution enabled a shift from centralized to decentralized and from “top-down” to “bottom-up” in a way rarely seen in other countries engaging in decentralization. It is now eight years since the first county governments and county assemblies took office which offers a good opportunity to take stock of the State of Devolution through the lens of achievements and challenges in two central areas\, improved public financial management and enhanced public participation. The session will focus on experiences in public financial management as an important tool to improve public service delivery and\, the efforts made in strengthening public participation\, governance\, and accountability. \n(This webinar session is co-hosted by the World Bank and UNDP).

SUMMARY:Webinar: Decentralization and localization in Sub-Saharan Africa: localizing climate adaptation and mitigation
DESCRIPTION:The global climate crisis has become one of the major obstacles to the world’s sustainable development\, particularly in Sub-Saharan Africa. In fact\, vulnerable communities and people are bearing the worst consequences of climate variability and change\, albeit they have contributed least to the crisis. Yet\, if empowered and given a voice\, they can be a decisive part of the solution. Local governments are in a unique position to promote climate change adaptation and mitigation and build resilient communities. This session aims to share knowledge of the role of decentralization and local governments in climate efforts\, financing for local climate action and measuring local climate financing in Sub-Saharan Africa. It will bring together practitioners in this field to showcase how decentralization and financing contribute to local climate adaptation and mitigation through innovative\, systematic approaches and country examples. \n(This webinar session is co-hosted by UNCDF).

SUMMARY:Webinar: Is decentralization a road to peace in Africa?
DESCRIPTION:Is decentralization a road to peace in Africa? What is the role of decentralization and local governance in reducing or preventing conflicts? There are several important and interesting questions to ask in relation to this topic. Decentralization is often put into peace agreements but does it contribute to the stability it is thought to provide and does it promote peace? Where does this assumption come from and is there any evidence that supports the assumption? Are the needs and participation of youth better ensured within a decentralized structure and administration? \n(This webinar session is co-hosted by UNDP and DeLOG).

SUMMARY:Webinar: Decentralization and cities in Sub-Saharan Africa
DESCRIPTION:Countries in Africa are rapidly urbanizing\, with cities functioning not only as the engines of economic growth but also as spaces for social transformation. In order to ensure that city governments promote resilience and sustainable development while acting in an inclusive and responsive manner\, cities need to be effective local governance institutions supported by an empowering intergovernmental framework. What reforms are ongoing across the region to achieve resilient\, inclusive\, sustainable and equitable urban development? \n(This webinar session is co-hosted by the International Growth Centre and the World Bank).

SUMMARY:Webinar: Decentralization and localization in Sub-Saharan Africa: implications for PFM and service delivery
DESCRIPTION:While the crucial role of PFM in efficient\, effective and equitable service delivery is widely acknowledged\, the direct link between PFM reforms and improved service delivery outcomes has proven difficult to demonstrate in practice. This is particularly true in decentralized systems where there are many different actors performing many different finance functions along the delivery chain. There is an increasing interest in better understanding which reforms\, under what conditions\, can really contribute to improving services\, and how these improvements can be measured.

SUMMARY:Webinar: Decentralization and localization in Sub-Saharan Africa: trends in Francophone Africa
DESCRIPTION:Decentralization in many countries in Francophone Africa find their roots in the French administrative system. However\, France itself has evolved considerably over the past fifty years towards a more decentralized system based on devolution. How does this compare to the trend in Francophone Africa? (This webinar session is co-hosted by UNDP). \n(This webinar was conducted in French. SUMMARY:Webinar: The quest for decentralization and inclusive development in Sub-Saharan Africa
DESCRIPTION:There is a lot of energy behind inclusive\, community-led development and people’s empowerment in Africa. This energy is unlikely to result in inclusive development unless the public sector organizes itself in a decentralized manner\, in way that allows the public sector to respond to demands and needs expressed from the bottom up. SUMMARY:Webinar: Decentralization and localization in Sub-Saharan Africa: “The big five”
DESCRIPTION:Over half of the population of Sub-Saharan Africa lives in five countries. As such\, decentralization in these five federal and quasi-federal countries plays a critical role in determining progress on inclusive development in these countries and sets the tone for decentralization and localization in the region.
