The workshop will explore and compare the experience of new EU members and candidate countries\, illustrating diverse approaches to leveraging EU support\, managing structural adjustments\, and addressing challenges in governance\, capacity building\, and long-term sustainability. This workshop will further explore these dynamics\, providing insights into best practices\, institutional options\, and the evolving role of regional development in the broader European integration process. \n  \n\n  \nWe need your help to make this meeting a success: If you have any updates about decentralization or local governance reforms in your country; updates about new research; or information about local government projects that you would like mentioned during the open meeting\, please email the Working Group co-chairs at eca@decentralization.net so that a brief announcement can be made at the beginning of the meeting. \nReminder: You can join any LPSA Expert Working Group free of cost and receive reminders and updates by opting-in to one or more working groups as part of your LPSA Membership registration.

SUMMARY:LPSA Expert Working Group on Europe & Central Asia – Open Meeting – December 2024
DESCRIPTION:LPSA’s Expert Working Group (EWG) on Europe & Central Asia (ECA) aims to bring together government officials\, policy practitioners\, scholars\, civil society organizations\, and citizens who share an interest and expertise on decentralization\, multilevel governance\, intergovernmental relations\, local governance and local development in ECA. \nThe next public meeting of the ECA Expert Working Group is scheduled to take place on December 11\, 2024 (10:00 EST/ 15:00 GMT/ 16:00 CET/ 20:00 UZT).  Registration is required for this meeting. \nRegister here! \nThe focus of the upcoming meeting will be on: E-Governance and Digital Transformation in Delivery of Local Public Services \nOne of the most significant developments and impacts to the delivery of local public services has been the application of e-governance and digital tools over the past two decades. The application of these tools has enabled citizens to access these services more easily and feel more connected to their local governments. There are many applications in which these tools have been applied related to the obtaining of important personal documents and the ability to provide input to the local government budget decisions.  The trend is even to more fully develop these tools and to incorporate artificial intelligence to local government decisions. It is important to understand the terminology of the key terms that are applied to these tools.  The following provides some short definitions of these key terms. \nThe World Bank defines e-government as “the use of information and communications technologies by governments to enhance the range and quality of information and services provided to citizens\, businesses\, civil society organizations\, and other government agencies in an efficient\, cost-effective and convenient manner\, making government processes more transparent and accountable and strengthening democracy.” \nThe new terms of digitization and digitalization are often used to describe the latest developments. They are different aspects of the same technology application – digitization refers to the process of converting analog data into a digital format\, while digitalization involves the integration of digital technologies into business operations to optimize processes\, enhance customer experiences\, and drive innovation. \nThis webinar provides an overview of these technology innovations and their use and application in the countries of Central and Eastern Europe. Examples are drawn from countries of the region to highlight the development of e-governance and digitization/digitalization opportunities and challenges of these new methods to providing local public services. \nWe need your help to make this meeting a success: If you have any updates about decentralization or local governance reforms in your country; updates about new research; or information about local government projects that you would like mentioned during the open meeting\, please email the Working Group co-chairs at eca@decentralization.net so that a brief announcement can be made at the beginning of the meeting. \nReminder: You can join any LPSA Expert Working Group free of cost and receive reminders and updates by opting-in to one or more working groups as part of your LPSA Membership registration.

SUMMARY:LPSA Thematic Working Group on Local Democracy & Inclusive Governance - Open Meeting - November 2024
DESCRIPTION:LPSA’s Thematic Working Group on Local Democracy\, Inclusive Governance and Community-led Development aims to bring together government officials\, policy practitioners\, scholars\, civil society organizations\, and citizens who share an interest and expertise on local democracy\, inclusive governance\, and community-led development.  \nThe next public meeting of the Local Democracy\, Inclusive Governance and Community-led Development will be held on Thursday\, November 7\, 2024\, at 8:00 AM ET; 1:00 PM London; 2:00 PM Berlin; 3:00 PM Johannesburg; 4:00 PM Nairobi; 6:30 PM New Delhi; 8:00 PM Bangkok. Registration is required for this meeting. \nRegister here!   \nThe topic of the upcoming working group discussion is Participatory Local Governance: Frameworks\, Insights and Strategic Pathways. Good governance requires a four-way partnership – elected representation\, an engaged civil society\, involvement of the private sector\, and effective public sector staff – operating in a policy environment of resource sufficiency\, subsidiarity\, and social accountability. In the global development community\, we are at a moment when “localization” is a hot topic in two very separate tracks: the “decentralization / local government” track and the “external funder / civil society tracks”\, with no apparent effort to bring them together despite “ecosystem” rhetoric. Is linking these two tracks important and should we be working on that? Can we create a shared understanding of the state of participatory local democracy\, an analytic framework for it\, and possible strategic opportunities for LPSA to improve it? \nWe need your help to make this meeting a success: If you have any updates about local Democracy\, Inclusive Governance and Community-led Development in your country; updates about new research that you would like mentioned during the open meeting\, please email the Working Group co-chairs at localdem@decentralization.net so that a brief announcement can be made at the beginning of the meeting.   \nReminder: You can join any LPSA Expert Working Group free of cost and receive reminders and updates by opting-in to one or more working groups as part of your LPSA Membership registration.

SUMMARY:Elevating the Debate and Catalyzing Action: Towards a Pan African Network of Decentralization Advocates
DESCRIPTION:The African School of Decentralization\, the LPSA Sub-Saharan Africa Working Group\, the Dullah Omar Institute at the University of the Western Cape\, and the Centre for Federalism and Governance Studies at Addis Ababa University have organized a special meeting on “Elevating the Debate and Catalyzing Action: Towards a Pan African Network of Decentralization Advocates.” This session is part of the 4th African School of Decentralization\, whose overarching theme is “Decentralization and Human Rights.” The hybrid meeting will take place in Cape Town on Tuesday\, October 22\, 2024\, at 8:00 AM EDT / 2:00 PM CET / 3:00 PM EAT / 5:30 PM IST / 7:00 PM ICT. \nThis upcoming open meeting will build upon the resolutions and insights from the Pan-African Workshop on  “Elevating the Debate on Decentralization & Multi-Level Governance in Africa” held in Nairobi in May 2024 and was organized by the Local Public Sector Alliance (LPSA)\, the Intergovernmental Relations Technical Committee (IGRTC)\, the Dullah Omar Institute (DOI)\, the East African County and Local Governments Association (EACLGA)\, and Institute of Local Government Studies Ghana. Delegates from various sectors engaged in robust discussions aimed at identifying realistic policy solutions that empower subnational governance institutions in Africa. The workshop identified key mechanisms for bringing together stakeholders from across the continent through a network of decentralization and localization advocates\, to engage in knowledge development\, knowledge sharing\, and evidence-informed policy advocacy\, with the goal of elevating the decentralization and localization debate and fostering more inclusive\, effective governance structures. The webinar will provide an opportunity for participants to learn about and contribute to the formation of the Pan-African Network of Decentralization Advocates. \nRegistration is required for this event.
