The former market oriented liberal economic policies of the 1990s resulted transfer of assets and transformation of municipally owned enterprises. Lack of effective regulatory institutions and competition culture often created private monopolies. \nFollowing this period of marketization and corporatisation\, alternative government policies emerged. In some services national government intervened by limiting the ownership rights of local self-governments and municipally owned enterprises lost their privileges to centrally delegated holders of particular functions. The application of these tools has enabled citizens to access these services more easily and feel more connected to their local governments. There are many applications in which these tools have been applied related to the obtaining of important personal documents and the ability to provide input to the local government budget decisions.  The trend is even to more fully develop these tools and to incorporate artificial intelligence to local government decisions. It is important to understand the terminology of the key terms that are applied to these tools.  The following provides some short definitions of these key terms. \nThe World Bank defines e-government as “the use of information and communications technologies by governments to enhance the range and quality of information and services provided to citizens\, businesses\, civil society organizations\, and other government agencies in an efficient\, cost-effective and convenient manner\, making government processes more transparent and accountable and strengthening democracy.” \nThe new terms of digitization and digitalization are often used to describe the latest developments. DESCRIPTION:The African School of Decentralization\, the LPSA Sub-Saharan Africa Working Group\, the Dullah Omar Institute at the University of the Western Cape\, and the Centre for Federalism and Governance Studies at Addis Ababa University have organized a special meeting on “Elevating the Debate and Catalyzing Action: Towards a Pan African Network of Decentralization Advocates.” This session is part of the 4th African School of Decentralization\, whose overarching theme is “Decentralization and Human Rights.” The hybrid meeting will take place in Cape Town on Tuesday\, October 22\, 2024\, at 8:00 AM EDT / 2:00 PM CET / 3:00 PM EAT / 5:30 PM IST / 7:00 PM ICT. \nThis upcoming open meeting will build upon the resolutions and insights from the Pan-African Workshop on  “Elevating the Debate on Decentralization & Multi-Level Governance in Africa” held in Nairobi in May 2024 and was organized by the Local Public Sector Alliance (LPSA)\, the Intergovernmental Relations Technical Committee (IGRTC)\, the Dullah Omar Institute (DOI)\, the East African County and Local Governments Association (EACLGA)\, and Institute of Local Government Studies Ghana. Delegates from various sectors engaged in robust discussions aimed at identifying realistic policy solutions that empower subnational governance institutions in Africa. The workshop identified key mechanisms for bringing together stakeholders from across the continent through a network of decentralization and localization advocates\, to engage in knowledge development\, knowledge sharing\, and evidence-informed policy advocacy\, with the goal of elevating the decentralization and localization debate and fostering more inclusive\, effective governance structures.
